Does the State Help Collect Child Support Payments? In all states, if the person who pays child support is employed, the employer will take child support payment out of the paycheck and send it to the court. The court then forwards the payment to the recipient. If the person is self-employed, the state may dip directly into the payer's bank account. There are statistics indicating that 60% of all women who are single parents receive no child support. However, new laws to increase enforcement of child support orders are being implemented today, and they are sure to increase compliance. Every study has shown that the more involved the father is, the more likely he is to make child support payments in full and on time. This is another reason, besides the benefit to the children, of keeping both parents actively involved in the children's lives, as difficult as that may be for the mother.
